Reader Jake is at it again with Sub-Zero from Mortal Kombat.
Layer 1/2: Snowflake, white (for decoration; it really sells the character)
Layer 3: Shield, blue (facemask)
Layer 4: Moon, black (turn facing downward to make the face a little rounder on top and trim the excess from layer 5)
Layer 5: Zap, peach-colored (scar above eye)
Layer 6: Straight skull, off-white (face)
Layer 7: Thin oval, white (behind the eyes)
Layer 8/9: Medium Rectangle, blue (tunic; alternately, you can save a layer by using an Asterisk turned about 35 degrees)
Layer 10: Hoodie, black (main body)
Layer 11: Hoodie, off-white (border around main body)
Again, thanks for the upload. Alternatively to Sub-zero you can make various other MK ninja's by changing the color. As for decorations, Campfire flames look nice for Scorpion (2 in the background) and Grey/white clouds for Smoke (also in background).
