This is actually a really simple emblem once you see the tricks being used to make it work:

Here you see all of the individual layers rearranged and recolored. Start by filling the entire canvas with a white square. Then place a circle, curved line, and triangle at the top and color them red. Repeat for the bottom and color them blue. Then use the hollow circle, colored white, to trim the outside and make the logo round. Finish it up with a black circle outline, and you're done!
